Kishor Jayanta Madhab started Care Luit with the vision and drive to improve people’s lives via capacity building and progressive support encompassing education, health, energy access, sanitation, better urban planning, clean environment, culture, arts, etc. Mr. Madhab is an active social worker and have spent a lot of time working with under-privileged communities across Assam. He is a mentor of EKAJOLI women empowerment wing under Care Luit, registered under Societies Act 1960.
A sports enthusiast himself, he has been associated with the sports fraternity for a long time. At present, he serves as Associate Vice-President of Assam Olympic Association, Advisor to Guwahati Lawn Tennis Association, and is the Working President of Assam Hockey & Assam Cycling Federation.
The Managing Trustee of Care Luit, he provides direction to the team and leads policy advisory support to various government departments.

Swapan Mehra is an environmental finance and climate policy expert with over 16 years of experience in developing climate change mitigation and adaptation projects. He is the Founder-CEO of Iora Ecological Solutions, one of India’s leading environmental advisory firms that enables climate action through integrated nature-based solutions. After completing his MBA from IIFM (2006-2006), he pursued a mid-career Masters from Harvard Kennedy School MPA (2022).

Swapan Mehra has contributed to some of India’s pivotal policy documents including National REDD+ Strategy, NDC Goal 5 Roadmap, and “devolution formula” for India’s 14th and 15th Finance Commissions.
He was a technical reviewer of UNEPs Green Economy Initiatives, a major UN project demonstrating how REDD+ can support a green economy, and is a key jury member for the UNDP Equator Prize.
He has also led carbon finance and climate investment teams at Evolution Markets and AES India, during the early CDM days.

Rituraj is a sustainable development professional with over 15 years of experience in energy efficiency, climate change, clean energy, and urban strategies. He has led and managed multi-year programs across energy efficiency, renewable energy, and climate action, working closely with government agencies, donor organizations, and industry partners. As project manager for BEE’s star labeling program, he contributed to national standards for appliances like inverter ACs and TVs. Rituraj has implemented RE and EE pilot projects and resource centers in cities like Bhubaneswar, Coimbatore, and Nagpur. He also led PPP-based DRE deployment projects in Assam and Meghalaya and supported initiatives to integrate renewable energy in schools and health centres. He has served as an external expert on the Governing Body of the Assam Climate Change Management Society.

Dr. Dwipen Boruah is the Managing Director of GSES India, a multi-disciplinary organization specializing in professional services and training across the Renewable Energies sector. Dwipen is a graduate in mechanical engineering and a postgraduate in renewable energy from Oldenburg University, Germany. He has more than 30 years of experience in renewable energy planning, project implementation, consultancy, and capacity building.
He has been working on engineering design, development, implementation, feasibility and techno economic due diligence of large grid connected PV power projects, off grid PV and hybrid system design and optimization, rural electrification through mini/micro grid projects, capacity building strategy, planning for developing solar cities and green campus.
A master trainer for GSES training programs conducted in India and abroad, he has authored and co-authored books and training manuals on solar PV system design installation, maintenance and inspection; more than 70 technical and professional reports; several publications and papers in technical magazines and journals.
